APPROVE and AUTHORIZE the Employment and Human Services Department Interim Director, or designee, to
issue Request for Proposal #1131 for a data specialist in an amount not to exceed $180,000 for the period of October
1, 2012 through September 30, 2012.
FISCAL IMPACT:
Not to exceed $180,000; 10% County, 45% State; 45% Federal.
BACKGROUND:
The Employment and Human Services Department requires a data specialist to extract, analyze, reconcile, report, and
utilize data from multiple systems to meet County business needs. Responsibilities include collaborating with a
variety of staff to validate data, clarify business objectives and program regulations, and develop dynamic custom
reports, business processes, and technical solutions.
The scope of work requires a high frequency of matching data between County, the Welfare Client Data System

consortium (Consortium), and State systems and managing a repository of the matched data. Examples include
meeting CalWORKs Work Participation Rate requirements, utilizing State (E2Lite system) and Consortium (CalWIN
system) data and transferring the data into a separate database for transfer to staff, and matching State (Child Welfare
System/Case Management System) and Consortium (CalWIN system) data to increase federal benefits for foster care
children.
CONSEQUENCE OF NEGATIVE ACTION:
County business needs would not be met without data specialist expertise to extract, analyze, reconcile, report, and
utilize data from multiple systems.
