APPROVE and AUTHORIZE the Employment and Human Services Interim Director or designee, to extend the
CCWORKS (Contra Costa Works) Subsidized Employment Program process of reimbursement for employees
participating in the program and contractual/financial agreements with employers to reimburse up to $8 per hour for
those CalWORKs clients placed with the employers from June 30, 2012 through June 30, 2013.
FISCAL IMPACT:
$750,000, AB 98 and CalWORKs Single Allocation (85% Federal, 15% State) used for subsidized wages for
CalWORKs participants. This extension does not add additional funds.
BACKGROUND:
Based upon the success of subsidized employment programs operated under the American Recovery and
Reimbursement Act (ARRA) and in response to Senate Bill (SB) 72 which expanded State reimbursement to counties
for subsidized employment programs authorized by Assembly Bill (AB) 98, the Employment and Human Services
Department (EHSD) developed and implemented a subsidized

BACKGROUND: (CONT'D)
employment program, known as CCWORKS (Contra Costa Works).
CalWORKs participants are screened into the program and placed with local employers which are responsible under
worksite agreements for payroll, associated taxes, and workers compensation for each CalWORKs program
participant approved and worksited within their organization.
The employers hire eligible CalWORKs CCWORKS participants up front and train the participants to the appropriate
skills for the position in which they are placed. CCWORKS participants receive a wage comparable to those workers
performing the same or like duties at the employers worksite. Monthly reimbursement invoices are submitted by
participating employers for each CalWORKs participant in the CCWORKS program. The invoices are reviewed by
program staff for accuracy and submitted to the EHSD Fiscal Unit for payment to the employers.
The extension of the Program will allow operation from June 30, 2012 through June 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
Without extension authorization, the CCWORKS Subsidized Employment Program for Contra Costa County
CalWORKs clients would be dissolved.
