Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Novation
Contract #74-400-3 with Rainbow Community Center of Contra Costa County, a non-profit corporation, in an
amount not to exceed $764,000, to provide Mental Health Services Act (MHSA) Innovations services for the period
from August 1, 2012 through July 31, 2013. This Contract includes a six-month automatic extension through January
31, 2014, in an amount not to exceed $382,000.
FISCAL IMPACT:
This Contract is funded 13% by Federal Medi-Cal and 87% by Proposition 63/MHSA. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing MHSA Innovations services, including
social supports, to lesbian, gay, bi-sexual, transgender, queer, questioning, intersex, 2-spirt (LGBTQQI2-S) residents
of Contra Costa County.

BACKGROUND: (CONT'D)
approved Novation Contract #74-400-1 (as amended by Amendment Agreement #74-400-2) with Rainbow
Community Center of Contra Costa County, for the period from August 1, 2011 through July 31, 2012, which
included a six-month automatic extension through January 31, 2013, for the provision of MHSA Innovations services.
Approval of Novation Contract #74-400-3 replaces the automatic extension under the prior Contract and allows the
Contractor to continue providing services through July 31, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, LGBTQQI2-S residents of Contra Costa County will not receive MHSA Innovations
services from this contractor.
CHILDREN'S IMPACT STATEMENT:
MHSA-Innovation program supports the following Board of Supervisors’ community outcomes: “Families that are
Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and
Families”. Expected program outcomes include increases in social connectedness, communication skills, parenting
skills, and knowledge of the human service system in Contra Costa County
