Approve and authorize the Health Services Director, or his designee, to execute and transmit application #29-532 to
the U. S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration
for funding in an amount not to exceed $600,000, for the Strategic Prevention Framework State Incentive Grant
(SPFSIG) Project, for the period from April 1, 2012 through September 28, 2015.
FISCAL IMPACT:
Approval of this Funding Application will result in an amount not to exceed $600,000 in Federal Funds for the
Strategic Prevention Framework State Incentive Grant (SPFSIG) Project, of which funding is administered by the
California Department of Alcohol and Drug Programs (ADP) through September 28, 2015. No County match
required.
BACKGROUND:
The Alcohol and Drug Program (ADP), in collaboration with the County, the Governor’s Prevention Advisory
Council, and the State Epidemiological Workgroup determined that the priority of California’s Strategic Prevention
Framework State Incentive Grant will be

BACKGROUND: (CONT'D)
to reduce underage and excessive drinking among youth and young adults’ ages 12 to 25 years old.
Due to a significant prevalence of underage and excessive drinking among 12 to 25 years old, the communities of
Antioch and Walnut Creek were identified through a data-driven needs assessment process that compared County
and State level indicators of substance abuse, its prevalence, and its consequences, and ultimately selected these two
communities for the SPFSIG project. Through an established partnership with local law enforcement and elected
officials in each of those communities, the County Alcohol and Other Drugs (AOD) prevention services will engage
existing system of care providers and residents through a Countywide Strategic Prevention Framework, and develop
a logic model that can assist in identifying priorities and build capacity based on specific cultural and AOD needs.
The goal of the project will be to reduce underage and excessive drinking among youth and young adults’ ages 12 to
25 years old, in the cities of Antioch and Walnut Creek, by implementing the County’s Strategic Prevention
Framework State Incentive Grant Project, through September 28, 2015.
CONSEQUENCE OF NEGATIVE ACTION:
If this application is not approved, the County’s Alcohol and Other Drugs Services will not receive funding to
implement the Strategic Prevention Framework State Incentive Grant Project.
