AUTHORIZE the Chair of the Board of Supervisors to sign a letter to Assembly Member Cathleen Galgiani
requesting a change to Assembly Bill 1779 regarding inter-city rail agreements, as recommended by the
Transportation Water & Infrastructure Committee.
FISCAL IMPACT:
None.
BACKGROUND:
Assembly Bill (AB) 1779 (Galgiani, 17th District) proposes to transfer administrative responsibility of the San
Joaquin inter-city passenger rail service from Caltrans to a new Joint Powers Authority. This model would be similar
to the model employed to administer the Capitol Corridor train service by the existing

BACKGROUND: (CONT'D)
Capitol Corridor Joint Powers Authority.
AB 1779 contains a placeholder [Section 14074.2.(a)(10)] that will define which governmental entity will appoint
a representative from Contra Costa County. The recommendation from the Transportation, Water, and
Infrastructure Committee is that the Contra Costa Transportation Authority (CCTA) should be identified as the
appointing body given that CCTA is the primary transportation planning agency in Contra Costa County.
CONSEQUENCE OF NEGATIVE ACTION:
If it does not approve the recommendations of the Transportation, Water and Infrastructure Committee, the Board
may forgo an opportunity to communicate legislative interests to the State Legislature.
