ACCEPT the June 2012 update on the operations of the Employment and Human Services Department, Community
Services Bureau, as recommended by the Employment and Human Services Department Interim Director.

BACKGROUND:
The Employment and Human Services Department submits a monthly report to the Contra Costa County Board of
Supervisors (BOS) to ensure ongoing communications and updates to the County Administrator and BOS regarding
any and all issues pertaining to the Head Start program and Community Services Bureau.

In effort to ensure ongoing communication with the County Administrator, Board of
Supervisors and Head Start Policy Council and the Economic Opportunity Council, attached
is the Bureau’s monthly report that contains all issues pertaining to the Head Start program,
Community Action and Community Services Bureau (CSB).
Bureau Highlights
May enrollment is reported at 100% for our programs.
The Bureau submitted to California Department of Education the Monthly Caseload
and Expenditure Report for CalWORKS Stage 2 and Alternative Payment Programs.
The Bureau submitted the Expenditure Activity Report to the California Department
of Community Services and Development for the Low-Income Housing & Energy
Programs (LIHEAP).
In compliance with ARRA reporting requirements, the Bureau submitted the ARRA
reports for Department of Energy (DOE) Weatherization Assistance Program ARRA.
The Final FY 2012-13 State Budget provides for up to an 11% reduction to General
Childcare programs, an approximate 10.42% cut to State Preschool programs, the
elimination of State supplemental funding for nutrition services through the child
nutrition program (CACFP), a 17.5 % cut to Alternative Payment Program (CAPP),
and a 5.42% cut to Stage II resulting in an estimated $1.2 million reduction to CSB
program services, and a loss of 127 full-day and 107 part-day State funded slots.
CSB has already implemented cost savings measures in expectation of cuts, and has
developed further plans for possible implementation once final budget numbers are
known.
CLOUDS database system project is moving along. Seventeen directly operated CSB
centers have been fully trained on the Wallpad application. Sixteen sites are fully
operational on the Wallpad application. CLOUDS has been successfully rolled over
to the new school year 2012-2013.
Completed all projects under 2009-2012 California Department of Education (CDE)
Facility Repair and Renovation (FRR) funding grant and approved for $198,000
under the CDE 2012-2015 funding grant.
The top three parent-requested referrals are: (1) Parenting Education, (2) Adult
Education, such as GED programs and college selection, and 3) Health Education.
The top three nutritional assessments that were completed this month remain the
same as last month: (1) Overweight/Obese, (2) Anemia, and (3) Food Allergies.

Bureau Activities
CSB closed the Bella Monte center in Bay Point effective July 1. In this transition no
children or their families lost services and all center staff members were re-located.
Policy Council: The Policy Council held their regular meeting on Wednesday, June
20th. They approved the submission of the re-competition application and all of its
components as well as a change to CSB’s scope of service and three staff layoffs. The
group also received information about the Children’s Internet Protection Act (CIPA)
for E-Rate, which is a program funded through a Universal Service to provide
discounts on telecommunications and internet services to schools and libraries. The
meeting ended with training on make-at-home toys and games. There is no meeting
in July. The next and final meeting for 2011-2012 will be held on August 18th.
This month’s Male Involvement Meeting/Training was held on June 21, 2012 at our
Martinez Children’s Center. The group completed an activity and discussion on
“Ideas for Building Child Awareness in Fathers.”
Comprehensive Services staff members participated in the 2012 Project Homeless
Connect 8 held on June 14th at the Willow Pass Center in Concord to promote CSB’s
many programs and to recruit for fall enrollment.
CSB held year-end celebrations this month, which included fun-filled days with a
variety of special activities to say good-bye to children who aged out of the program
and celebrate their achievements. This year we have approximately 1000 children
transitioning into kindergarten.
Parent recognition events were held to thank the many families who participated
and contributed their time and talents throughout the year. GM III provided their
parents a luncheon to show appreciation.
CSB’s Site Supervisors and Comprehensive Services Team are in the process of
recruiting and enrolling children for the 2012-2013 school year.
Delegate First Baptist Head Start Staff at East Leland Court participated in their last
month of the Nurture the Nurturer training. The purpose of the trainings were to
provide staff support through skill-building related to mind and body awareness,
stress management, and effective communication.
Eight enthusiastic parents graduated from the Triple P (Positive Parenting Program)
on June 12, 2012. The event was hosted at First Baptist Head Start at the
Fairgrounds center. The parents thanked the facilitators and asked to be informed of
future sessions. The planning for a new program year is in progress; the Mental
Health and Parent Family Community Engagement staffs are to collaborate efforts.
The Triple P program will be offered on a quarterly basis across county regional
areas: West County in the Fall; Central County in Winter; and East County in the
Spring.

The Economic Opportunity Council (EOC) has vacancies for Low-Income Seats 2 &
4, Private/Non-Profit Seat 3, and District 1 & 2 Delegates. The flyers to recruit new
members have been posted on the Community Action Partnership Contra Costa’s
Facebook and Twitter.
