APPROVE and AUTHORIZE the Auditor-Controller, or designee, to execute a contract amendment with Caporicci
and Larson, Inc., effective August 1, 2012, to increase the payment limit by $200,000 to a new payment limit of
$400,000 for continued assistance with the Agreed Upon Procedures of the seventeen dissolved redevelopment
agencies, with no change in the original term of April 1, 2012 through March 31, 2013.
FISCAL IMPACT:
The professional fees will be fully charged to the Redevelopment Property Tax Trust Funds, as allowed by Health
and Safety Code section 34182.
BACKGROUND:
On December 29, 2011, the California Supreme Court upheld Assembly Bill 1X 26 (redevelopment dissolution), and
deemed Assembly Bill 1X 27 (alternative redevelopment program) to be unconstitutional. As a result, all
redevelopment agencies in the state of California were dissolved, and all successor agencies began to function on
February 1, 2012. As part of Assembly Bill 1X 26, County Auditor-Controllers are required to conduct, or cause to
have conducted, Agreed Upon

BACKGROUND: (CONT'D)
Procedures for each redevelopment agency in the county.
On April 17, 2012 the Auditor-Controller contracted with Caporicci and Larson, Inc. for Agreed Upon Procedures of
the seventeen dissolved redevelopment agencies in Contra Costa County. As the Auditor's Office worked with
Caporicci and Larson, Inc. it became clear that this project will require more time that originally anticipated.
CONSEQUENCE OF NEGATIVE ACTION:
The Contractor will be unable to complete the procedures required by AB 1X 26.
