APPROVE and AUTHORIZE the Purchasing Agent to execute, on behalf of the Assessor's Office, a purchase order
with Tyler Technologies, Inc. in the amount of $120,000 for maintenance and support of the AES Rapid 2000
computer automated appraisal system for the period August 1, 2012 through July 31, 2013.
FISCAL IMPACT:
AB589 Property Tax Administration Program funds will be used to offset the cost of this purchase order.
BACKGROUND:
The AES Rapid 2000 system has been operational in the Assessor's Office since 1999. The system currently contains
five (5) basic modules including residential property appraisal, appeal processing, public service tracking,
Geographic Information System (GIS) and mass appraisal. The AES system has enabled appraisers to have on-line
access to comparable sales data, property characteristics and Geographic Information System (GIS) parcel data,
which is used to analyze and determine residential property appraisals for direct enrollment on the Assessment Roll.
In its current state, the AES system has become a mission critical application for the appraisal staff, providing tools
and services that extend beyond the capabilities of the County's Land Information System (LIS).

CONSEQUENCE OF NEGATIVE ACTION:
If this purchase order is not approved, the Assessor's Office will no longer have the ability to maintain and support
the AES Rapid 2000 computer system, which has become a mission critical application for appraisal staff who value
property for tax assessment purposes.
