APPROVE and AUTHORIZE the Employment and Human Services Department Interim Director, or designee, to
apply for and accept Partnership to Demonstrate the Effectiveness of Supportive Housing for Families in the Child
Welfare System grant from the U. S. Department of Health and Human Services, Administration for Children and
Families, Children's Bureau total funding in an amount up to $5,000,000 for a five (5) year period upon grant award.
FISCAL IMPACT:
$2,500,000 to 5,000,000, 100% federal, 5-year competitive grant with funds authorized by the Child Abuse
Prevention and Treatment Act Reauthorization Act of 2010. Award floor is $500,000/year for 5 years [$2,500,000]
and the award ceiling is $1,000,000/year for 5 years [$5,000,000].
BACKGROUND:
Employment and Human Services, Children and Family Services Bureau, in collaboration with Contra Costa County
Behavioral Health Services, the Housing Authority of the County of Contra Costa, and other Community Based
Organizations will apply for a competitive grant authorized by the Child Abuse Prevention and Treatment Act
(CAPTA) Reauthorization Act of 2010 (Public Law 111-320). This grant, Partnerships to Demonstrate the
Effectiveness of Supportive Housing for Families in the Child Welfare System, will strive to reduce family separation
due to a lack of adequate housing as a result of child welfare involvement.

The grant funding will support the following in Contra Costa County:
BACKGROUND: (CONT'D)
The development or expansion of triage procedures for a subset of families who come to the attention of the child
welfare system due to severe housing issues and high service needs;
Local implementation of supportive housing services that integrate community services for housing and other
critical services for the specified target population;
Customized case management services for children and their parents, as well as trauma-informed interventions and
evidence-based mental health services through partnerships to access additional services through community-based
service providers; and,
Evaluations that examine the process and implementation outcomes for the grant.
CONSEQUENCE OF NEGATIVE ACTION:
Without authorization for fund acceptance, new and expanded programs to assist children and families in the Child
Welfare System would not be designed and implemented.
CHILDREN'S IMPACT STATEMENT:
The grant funding will support all five community outcomes established in the Children's Report Card: 1) "Children
Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3)
"Families that are Economically Self Sufficient"; 4) " Families that are Safe, Stable and Nurturing"; and, 5)
"Communities that are Safe and Provide a High Quality of Life for Children and Families" by designing and
implementing programs to support children and families in the Child Welfare System.
