ADOPT Position Adjustment Resolution No. 21110 to reactivate the classification of Assistant County Clerk- Exempt
(ALB2)(unrepresented), allocate on the salary schedule at level B85 2054 ($7,941-$9,652) and add one (1) full-time
position; reallocate the salaries of Assistant County Registrar - Exempt (ALB1)(unrepresented) from salary schedule
B82 1830 ($6,554-$7,986) and Assistant County Recorder - Exempt (ALB3) (unrepresented) from salary schedule
B82 1729 ($5,930-$7,226) to the salary schedule at level B85 2054 ($7,941-$9,652); reallocate the salaries of
Clerk-Recorder Services Manager (EASA)(represented) and Election Services Manager (EBSA)(represented) from
salary level ZA5 1631 ($5,224-$6,350) to the salary schedule at level ZA5 1776 ($6,030-$7,330) in the Clerk
Recorder's Office.
FISCAL IMPACT:
Upon approval of this action, there will be a net increase in annual cost of $102,778 ($64,236 in salaries and $38,542
in estimated benefits). The additional cost of these personnel actions is fully funded by new revenues from SB676
(2009).

Subject:P300 21110 Reactivate Assistant County Clerk -Exempt classification, add position, reallocate salaries,
(Clerk-Recorder)
BACKGROUND:
SB676 passed in October 2009. This bill allowed counties to increase their base recording fee to cover the cost of
recording and indexing official documents. The Clerk-Recorder conducted an analysis with the assistance of the
Auditor-Controller to determine the cost of processing documents that are recorded and indexed. This analysis
confirmed that the Clerk-Recorder Department did not recover the full cost it incurred while providing these
services.
In December 2009, this Board approved the increase in fees, and at the same time, directed the Human Resources
Department to conduct classification studies and salary reviews with the objectives of establishing a higher trained
and more technical classification structure and to determine appropriate salary ranges of existing classifications.
This more technical structure is better able to serve the public and is cross-trained to support multiple areas of the
department. In the past the division was separated into specialized units.
The Human Resources Department recommended that we move forward with a two phase approach. The first
phase of the reorganization was the creation of several technical classifications, which were approved by the
Board in March 2010. The second phase is the salary reviews/reallocations and the reactivation of the one
classification, which is occurring now. This will appropriately compensate staff as well as bring them into parity
with other County departments. When the reorganization is complete, (it will be an approximately five year
process), it will result in the elimination of one management level position.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to complete the reorganization will create a situation where Clerk-Recorder department staff are not
appropriately compensated nor in parity with other similar Contra Costa Departments. The costs associated with
these actions have been included and approved as part of the current department budget (2011-12) and next year's
budget (2012-13).
