Adult Protective Services was reduced by 75% in 2009. At that time Adult Protective Service caseloads were about 17-21 cases. Intakes have not decreased and are on the rise, especially elder financial abuse/exploitation cases. Currently caseloads averages are 45-68 cases per worker. The State recommended caseload for APS is 21 cases per worker including new and ongoing cases. The large caseloads are resulting in delays in processing intake referrals and investigations of neglect and abuse. Ongoing casework of APS cases assessed for services are also meeting with delays. In order to manage the incoming APS referrals and to meet the state mandates to protect the elderly and vulnerable adults the Department requests to add one Social Casework Specialist II position. The job duties include assessment of intake referrals, document cases in online system, investigate allegations of abuse and neglect, and provide ongoing services. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the Department will have insufficient staff to investigate the allegations of neglect and abuse of the elderly in Contra Costa County. This will put that vulnerable population at risk and we may fail to meet some of the mandates of the program. CHILDREN'S IMPACT STATEMENT: No impact.
