APPROVE the Winslow Street Retaining Wall Project; AUTHORIZE the Public Works Director, or designee, to
advertise the project [DCD-CP#12-32], Crockett area. (District V) Project No.: 0672-6U2548.
FIND the project is a California Environmental Quality Act (CEQA), Class 2(c) Categorical Exemption, pursuant to
Section 15302(c) of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to the Department of Conservation and
Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.
FISCAL IMPACT:
100% road funds.

Subject:APPROVE Winslow Street Retaining Wall Project & AUTHORIZE Public Works Director, or Designee, to advertise
the project & make related CEQA findings
BACKGROUND:
The purpose of this project is to repair the failing wood retaining walls on the north side of Winslow Street,
directly across from 219 Winslow Street in Crockett. The repair is needed to protect the roadway because the wood
walls retain fill under the roadway. A guardrail end treatment will also be added to the end of the existing
guardrail where currently none exists. The end treatment will be angled away from the edge of the pavement to
reduce the likelihood of a head on vehicle impact to the end of the guardrail.
The work will consist of removing the two existing wood retaining walls. The west wall is a 2-foot tall wood wall,
and the east wall is a 5-foot tall wood and steel beam wall. The two existing wood retaining walls will be replaced
with one new wood and steel beam wall in approximately the same footprint. The new wood and steel beam wall
will consist of 10 piers spaced approximately 5 feet apart. The piers will consist of steel beams set in drilled and
concreted 18-inch diameter holes that are 6 to 11 feet deep. The total length of the wall will be approximately 45
feet. The end treatment is approximately 36.5 feet long and will be placed at the end of the existing west wall.
Additionally, a limited amount of trees and shrubs will need to be trimmed to complete the work. One existing
tree stump will be removed, but no tree removal is necessary.
Real Property transactions may be necessary in support of this project. At least one lane of traffic will remain
open at all times during construction activities. Emergency vehicles will have access at all times.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
