(District III) FISCAL IMPACT: No fiscal impact. BACKGROUND: The Community of Blackhawk in the Danville area was developed in the mid 1970’s consisting of two golf courses and single family residential housing. The roadway network consists of private roads. The Blackhawk Homeowners’ Association requested the County to designate the private roads as “combine use” pursuant to Section 21115 of the California Vehicle Code to allow the use of golf carts on the private roads within Blackhawk. Many of the residents in the Blackhawk area own their own golf carts and park them at their private residence; therefore, in accordance with Section 21115 of the California Vehicle Code, the private roads are located between the golf courses and where golf carts are parked and stored. Public Works will meet with the Blackhawk Homeowners’ Association and determine an appropriate signing and striping plan to reflect the designation of these private roads as “combined use”. The Blackhawk Homeowners’ Association will install and maintain the signing and striping plan as determined by the Public Works Department. Public Works has reviewed the Traffic Resolution and Board Order with the County’s Risk Management Department. There are no current or historical issues with golf carts on the private roads in the Blackhawk area. The Risk Manager did recommend signage to advise golf carts to travel on the right side of the roadway. Public Works will include such signage in the signing and striping plan. CONSEQUENCE OF NEGATIVE ACTION: Golf carts could not be used on the private roads within Blackhawk to access the golf facilities of the Blackhawk Country Club.
