Acting in its capacity as the governing board of the Contra Costa County Fire Protection District:
1. OPEN the public hearing on Fire District Ordinance No. 2012-09, authorizing the levy of a special tax to finance
fire protection and emergency medical services, RECEIVE testimony, and CLOSE the public hearing.
2. ADOPT Fire District Ordinance No. 2012-09.
3. ADOPT Fire District Resolution No. 2012/307, calling a special election on Tuesday, November 6, 2012, to
authorize the special tax, establishing specifications of the election order, and requesting consolidation with other
elections occurring November 6, 2012.

Subject:HEARING on Adoption of Ordinance to Levy Special Tax and Authorize Election
FISCAL IMPACT:
The special tax will potentially generate $16.8 million annually for the Contra Costa County Fire Protection
District to provide local fire protection and emergency medical services and to ensure prompt response time for
9-1-1 emergency calls.
BACKGROUND:
The Contra Costa County Fire Protection District provides emergency medical services, fire protection, fire
suppression, emergency response services and other professional services dedicated to the preservation of life,
property and the environment in Contra Costa County. The Contra Costa County Fire Protection District's service
area includes the cities of Antioch, Clayton, Concord, Lafayette, Martinez, Pleasant Hill, Pittsburg, San Pablo,
Walnut Creek, and the unincorporated communities of north Alamo, Bay Point, Clyde, East Richmond Heights,
El Sobrante, Montalvan Manor, North Richmond, Pacheco and Tara Hills.
The Contra Costa County Fire Protection District is primarily funded by a portion of local property taxes. The
reduction in property values during the recent recession has resulted in a significant loss of revenues. Steps have
been taken to decrease costs including eliminating staff positions, reducing wages and employer paid benefits,
reducing discretionary spending, deferring capital purchases and repairs, and de-staffing units. Even after these
cutbacks, the use of reserve funds has been necessary to maintain critical services at the current level. Without
additional revenues or service cutbacks, reserves will be completely during the next fiscal year.
Therefore, in order to maintain prompt local fire protection and emergency medical response services and to
prevent fire station closures, the Contra Costa County Fire Protection District proposes to levy a special tax on
each taxable parcel of land within the Contra Costa County Fire Protection District.
Adoption of Ordinance No. 2012-09 would authorize the levy of a special tax for local fire protection and
emergency medical services on all taxable real property within the boundaries of the Contra Costa County Fire
Protection District, if a special tax ballot measure is approved by a two-thirds majority of voters voting on the
measure.
Adoption of Resolution No. 2012/307 would establish language for the ballot measure and direct the Elections
Division to conduct the special election on November 6, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
A special tax ballot measure for local fire protection and emergency medical services within the boundaries of the
Contra Costa County Fire Protection District would not go before voters on November 6, 2012.
