ADOPT Resolution No. 2012/275 accepting the Fiscal Year 2012/2013 Annual Report for County Service Area M-30
(CSA M-30) (Alamo Springs)
to levy and collect the annual assessments and authorizing assessments to be placed on the Fiscal Year 2012/2013
property tax roll.
FISCAL IMPACT:
All costs will be 100% covered with revenue from CSA M-30.
BACKGROUND:
On May 22, 2012, the Board of Supervisors adopted Resolution No. 2012/213 accepting filing of the Fiscal Year
2012/2013 Annual Report for County Service Area M-30 (Alamo Springs) and declaring the intention to levy and
collect

BACKGROUND: (CONT'D)
the annual assessments, and fixing June 26, 2012 at 10:00 a.m., in the Board Chambers, as the time and place for
a public hearing.
The annual assessments for CSA M-30 are for the purpose of funding municipal services provided by the Town of
Danville to the residents living in the unincorporated portion of the Alamo Springs subdivision under a Joint
Exercise Power Agreement between the County and the Town of Danville. These services include: extended
police, park and roadside landscaping maintenance and public street maintenance services. A portion of the
assessment is also paid to the County Service Area L-100 (County street lighting district).
CSA M-30 was formed in 1997. Residents were first assessed beginning in 2000. Funds collected through the
assessment are used primarily to reimburse the Town of Danville for the cost of providing the above-stated
municipal services.
The maximum annual assessment rate for CSA M-30 is proposed to be increased based upon the prior year’s
change in the Consumer Price Index for the San Francisco Bay Area – All Urban Consumers, therefore it is within
the allowable maximum rate set when CSA M-30 was formed. The maximum assessment rate will be increased
from $888.20 to $933.15 per Equivalent Dwelling Unit. The rate to be collected on the Fiscal Year 2012/2013
assessment roll will be $933.15 per Equivalent Dwelling Unit.
CONSEQUENCE OF NEGATIVE ACTION:
Without the Board of Supervisor’s approval, CSA M-30 would be unable to have the Fiscal Year 2012/2013
assessments collected by the County Tax Collector, will not receive funds sufficient to pay the sum requested by
the Town of Danville for providing extended municipal services and another funding source would need to be
identified.
