ADOPT Resolution No. 2012/170 establishing a new Animal Services Schedule of Fees and Charges effective July 1, 2012. FISCAL IMPACT: The revised fee schedule is intended to cover a portion of the cost for new and existing services provided by the Animal Services Department. It is estimated that the proposed fee increases will generate approximately $243,000 in additional annual revenue, which has been anticipated in the Department's 2012/13 fiscal year budget. BACKGROUND: On February 23, 2010, the Board of Supervisors adopted Resolution No. 2010/120 providing for Animal Services Department fees. The Animal Services Director has conducted a fee study and has determined that an increase in certain fees and the creation of new fees are necessary in order to cover the costs of the services provided by the Animal Services Department. As such, the Animal Services Department must recommend adjustments its fee schedule accordingly in order to cover the increased costs of providing these services. The attached documents titled "2012 Fee Analysis" and "Contra Costa Animal Services 2012 Proposed Fee Schedule" are attached to and incorporated herein. These documents outline the need for adjustements to certain fees. No fees charged exceed the amount allowable by statute or the amount required to provide the service or enforce the regulation. CONSEQUENCE OF NEGATIVE ACTION: Failure to adopt this fee schedule will result in a loss of revenue to the Department. CHILDREN'S IMPACT STATEMENT: Not applicable. License Fees a. Senior Citizen License Fees (first dog or cat) Senior citizens who can document that they are 65 years or age or older may purchase at a 50% discount a license for their cat or dog. This is good for only one pet per address per 12 month period. This represents an increased fee as seniors who currently meet these criteria currently receive a free license. This change is being made as the Department must recover some of the costs associated with these services to maintain reasonable fees to other customers. b. License replacement or transfer fee = $7.00 (an increase of $2.00) Clerical time: Eight minutes Clerical personnel are responsible for processing the application, researching the Department’s records to determine the current license status, updating the records to reflect the proposed change(s), issuing new tags and license document(s) and processing payment. c. All Other License Fees All other license fees remain unchanged. 2. Adoption Fees a. Adoption fee for a dog = $16.00 (an increase of $6.00) Clerical Time: Nine minutes for each adoption. Clerical personnel are responsible for processing the required paperwork, entering of any necessary data into the Chameleon software system and processing payment. Animal Center Technician Time: 10 minutes for each adoption. The Animal Center Technician is responsible for locating, properly securing and transporting the animal from the kennel to the front counter. b. Adoption fee for a cat or rabbit = $11.00 (an increase of $6.00) Clerical Time: Seven minutes for each adoption. Clerical personnel are responsible for processing the required paperwork, entering of any necessary data into the Chameleon software system and processing payment. Animal Center Technician Time: Six minutes for each adoption. The Animal Center Technician is responsible for locating, properly securing and transporting the animal from the kennel to the front counter. 2012 Fee Analysis 2 3. Impound Fees a. Basic Impound fee for a dog = $65.00 per day (an increase of $15.00) Clerical Time: 12 minutes Clerical personnel are responsible for setting up an individual account for the animal in the system or, updating our system in the event the animal is listed in our records, updating our records to note it’s current status, attempt to contact the animal’s owner to advise them their pet is here at the shelter and arrange for pick-up, and processing payment when the animal’s owner comes in to pick up their animal. Animal Center Technician Time: 15 minutes The Animal Center Technician is responsible for initially securing the animal in a clean and safe environment with food and water, and, at least twice a day, clean the animal’s cage and provide the animal with food and water. Registered Veterinary Technician Time: 11 minutes. Veterinarian Time: 11 minutes. The Registered Veterinary Technician and Veterinarian work as a team to perform an initial health evaluation on each animal that has been brought into the shelter to: (1) make a medical assessment regarding the animal’s health, and (2) addresses any immediate/urgent health concerns resulting from the assessment. Animal Services Officer Time: 15 Minutes. The Officer is responsible for securing the animal, transporting the animal through the shelter, and with the Animal Center Technician’s assistance, placing the animal into a cage. b. Basic Impound Fee for a large animal (no vehicle or specialized equipment) = actual cost with a minimum charge of $100.00 (an increase of $25.00) Clerical Time: 12 minutes Clerical personnel are responsible for setting up an individual account for the animal in the system or, updating our system in the event the animal is listed in our records, updating our records to note it’s current status, attempt to contact the animal’s owner to advise them their pet is here at the shelter and arrange for pick-up, and processing payment when the animal’s owner comes in to pick up their animal. Animal Center Technician Time: 25 minutes The Animal Center Technician is responsible for initially securing the animal in a clean and safe environment with food and water, and, at least twice a day, clean the animal’s cage and provide the animal with food and water. Basic Impound Fee for a large animal (requiring the use of a vehicle and/or specialized equipment) = actual cost with a minimum charge of $235.00 (an increase of $10.00) Clerical Time: 12 minutes Clerical personnel are responsible for setting up an individual account for the animal in the system or, updating our system in the event the animal is listed in our records, updating our records to note it’s current status, attempt to contact the animal’s owner to advise them their pet is here at the shelter and arrange for pick-up, and processing payment when the animal’s owner comes in to pick up their animal. Animal Center Technician Time: 25 minutes The Animal Center Technician is responsible for initially securing the animal in a clean and safe environment with food and water, and, at least twice a day, clean the animal’s cage and provide the animal with food and water. Animal Services Officer Time: 30 minutes each Two Officers secure a vehicle, either at the County corporation yard or a vehicle rental facility, drive out together to where the animal is located, secure the animal, place the animal into the vehicle, transport the animal to the shelter, and with the Animal Center Technician’s assistance, places the animal into either a cage or corral, and drive the vehicle back to either the Corp Yard or the vehicle rental facility. The actual rental cost for a vehicle (an example would be a heavy duty truck) and/or specialized equipment (three examples would be trailer, horse trailer, cattle trailer) will be added to the fee. e. All Other Impound Fees All other impound fees remain unchanged. 4. Boarding Fees a. Boarding fees per day for a dog or cat = $25.00 (an increase of $5.00) Animal Services Technician Time: 11 minutes per day. The Animal Services Technician is responsible for providing food, water and maintaining a clean environment for each animal as needed throughout each day. Boarding fees per day for a large animal = $29.00 (an increase of $4.00) Animal Services Technician Time: 14 minutes per day. The Animal Services Technician is responsible for providing food, water and maintaining a clean environment for each animal as needed throughout each day. Registered Veterinary Technician Time: nine minutes per day. Veterinarian Time: nine minutes per day. Clerical personnel are responsible for scheduling the initial medical appointment, checking the animal in, processing any paperwork, data entry into the Chameleon software system and processing payment. Veterinarian Time: 20 minutes for each medical procedure A Veterinarian is responsible for performing the medical procedure, monitors the animal during surgery, monitors the animal during recovery and provides any additional post surgery medical assistance when and if necessary. Animal Center Technician Time: 13 minutes for each medical procedure An Animal Center Technician is responsible for transporting and securing the animal through the entire process, including transporting the animal from the waiting room to a holding area, from the holding area to surgery, from surgery to recovery, from recovery back to the holding area, and from the holding area to the waiting room back to its owner. An additional charge of $25.00 will be assessed for any animal being spayed that is found to be pregnant or in heat. b. Fee to spay a dog (20 to 50 pounds) = $115.00 (an increase of $20.00) Clerical Time: 12 minutes for each medical procedure. Late Cancellation/Missed Appointment fee = $31.00 (an increase of $6.00) Clerical time: Eight minutes Clerical personnel are responsible for scheduling the initial medical appointment, changes/adjusts the daily appointment and medical schedule in the event the person no shows or is late, tries to readjust the schedule if the person arrives late and still wants services that day when the customer is late to his/her original appointment date/time, makes the appropriate data entry(s) into the Chameleon software system and processes payment. Registered Veterinary Technician time: Eight minutes Veterinarian time: Eight minutes Animal Center Technician time: Eight minutes The charge for the above three positions is designed to cover time required to pull a shelter animal and prepare it for a spay or neuter procedure. When an owner misses a scheduled appointment an animal in need of being spayed or neutered is selected off the list of shelter animals awaiting a procedure. This takes extra time to select an appropriate animal, prepare it for surgery, and assure that the procedure room is adequately equipped for the type of animal. q. Late Pick-Up Fees An additional boarding fee will be charged when any animal is not picked up on time after surgery or other appointments. The boarding fee will be prorated based on the number of hours the animal remains in the care of the shelter after the scheduled pick-up time. 6. Vaccinations F.V.R.C.P. - 3 in 1 Combination (cat) $22.00 (an increase of $ 9.00) Feline Leukemia $18.00 (an increase of $ 5.00) Rabies $ 6.00 (no change – maximum allowed by law) DA2PPL – 5 in 1 Combination (dog) $18.00 (an increase of $ 5.00) Bordetella $22.00 (an increase of $ 9.00) Clerical Time: 12 minutes for each vaccination. Clerical personnel are responsible for scheduling the initial medical appointment, checking the animal in, answering all of the owner’s questions and/or concerns, processing any paperwork, entering all vaccination related data into the Department’s Chameleon software system and processing payment. Veterinarian Time: Three minutes for each vaccination. The Veterinarian is responsible for securing and vaccinating the animal. 7. Microchip fee = $27.00 (an increase of $7.00) Clerical Time: Five minutes for each procedure. Clerical personnel are responsible for scheduling the initial medical appointment, checking the animal in, processing any paperwork, data entry into the Chameleon software system and processing payment. Animal Center Technician Time: 10 minutes for each procedure. The Animal Center Technician is responsible for securing and transporting the animal to and from where the animal is located in the reception room to the surgery area where the microchip device is inserted. Registered Veterinary Technician Time: Five minutes for each procedure. 2012 Fee Analysis 13 The Registered Veterinary Technician (RVT) is responsible for prepping the animal for the microchip procedure. Veterinarian Time: Four minutes for each procedure. The Veterinarian is responsible for making the incision, inserting the microchip, and suturing the incision. 8.
