Correct the Board Order which was approved by the Board of Supervisors on June 5, 2012, Agenda Item (C.96),
Contract Amendment Agreement #74-174-15 with Bi-Bett, a non-profit corporation, to amend Contract #74-174-14,
effective March 1, 2012, to correct the increase payment limit by $574,273, instead of $571,273 from $1,692,500, to
a new total of $2,266,773, and to correct the increase automatic extension amount by $264,089, instead of $723,591
to a new total of $1,110,339, with no change in the original term of July 1, 2011 through June 30, 2012.
FISCAL IMPACT:
This amendment is funded 72% by federal programs, including Substance Abuse Treatment and Prevention (SAPT)
and perinatal set-aside; 18% by State programs, including California Work Opportunities and Responsibility to Kids
(CalWORKs), Comprehensive Drug Court Implementation (CDCI), and Drug Court Felony Alternative Drug
Services (FADS); 8% of AB 109; and 2% Substance Abuse Prevention and Treatment Funds. (rate increase)

Subject:Correct June 5, 2012 Board Order Item #C.96 with Bi-Bett
BACKGROUND:
On June 5, 2012, the Board of Supervisors approved Contract Amendment Agreement #74-174-15 with Bi-Bett, in
which Contractor agreed to provide additional services, to assume responsibilities for outpatient treatment services in
Central and East County formerly provided by New Connections, in addition to providing substance abuse services
for County residents, with no change in the original term of July 1, 2011 through June 30, 2012 and no change in the
six-month automatic term through December 31, 2012.
The purpose of this Board Order is to correct the error in the payments allowing Contractor to continue providing
substance abuse and outpatient treatment services through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, Contractor will not be paid for additional services agreed upon by both parties.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse prevention program supports the Board of Supervisors’ “Families that are Safe, Stable,
and Nurturing” and “Communities that are Safe and Provide a High Quality of Life for Children and Families”
community outcomes by providing individual, group, and family counseling; substance abuse education;
rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased
knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of
community-based resources; and increased school and community support for youth and parents in recovery.
