AUTHORIZE a “yes” vote for the proposed property related fee to be assessed under the Downtown Richmond
Property and Business Improvement District (DRPBID) to improve and convey special benefits to properties located
within the DRPBID area.
DIRECT the Public Works Director, or designee to fill out, sign and submit the ballot for the Contra Costa County
owned parcel located at 1305 Macdonald Avenue and identified as Assessor’s Parcel Number 540-082-033 in
Richmond, work authorization number T00227.
FISCAL IMPACT:
EHSD will incur approximately $7,503.00 in additional building occupancy costs per year, which will be budgeted in
future years if this assessment passes.

Subject:CONSIDER authorizing the Public Works Director, or designee, to vote for Downtown Richmond Property and
Business Improvement District Fee.
BACKGROUND: (CONT'D)
6:30 P.M., a public hearing will be held at the Richmond City Council Chambers on the formation of the
DRPBID to improve and convey special benefits to properties located within the boundaries of the DRPBID.
The Richmond City Council cannot impose the assessment if the ballots in opposition exceed ballots submitted in
favor of it. Each ballot is weighted according to the financial obligation of the affected property.
This ballot must be received by the City Clerk before the close of the Public Hearing on July 17, 2012, to be
counted.
The DRPBID will commence January 1, 2013 and after five years, the petition process, ballot process and City
Council hearing process must be repeated for the DRPBID to be reestablished.
The cost to parcel owners is $0.12 per square foot per year for commercial parcels. Assessment rates may be
subject to an increase of no more than three percent per year. The budget for the initial year of operation is
$183,092.00. Services to the DRPBID will include cleaning, maintenance, safety, marketing, promotions,
business attractions and advocacy to specially benefit assessed parcels.
The proposed assessment is described in the Engineer’s Report found in the Management DRPBID Plan on file
with the City Clerk at the City Hall, 450 Civic Center Plaza, Richmond, California.
CONSEQUENCE OF NEGATIVE ACTION:
Each property owner within the DRPBID’s boundaries has the right to vote on the Downtown Richmond Property
and Business Improvement District assessment. Failure to approve this action would give up Contra Costa
County’s right to vote.
