Accept the Fiscal Year 2012-2013 Mental Health Services Act (Proposition 63) Annual Plan Update from the Acting
Mental Health Director.
FISCAL IMPACT:
Adoption of the Fiscal Year 2012-2013 MHSA Plan Update assures continued MHSA funding for Fiscal Year
2012-2013 with the anticipated annual distribution of $26,587,560.
BACKGROUND:
Proposition 63 was passed by California voters in the November 2004 election. Now known as the Mental Health
Services Act (MHSA), the legislation provides public mental health systems by imposing an additional one percent
tax on individual, but not corporate, taxable income in excess of one million dollars. There are a total of six MHSA
components which have been rolled out over time by the State Department of Mental Health with the goal of creating
a better program of mental health services and supports in California’s public mental health systems. The six
components include: Community Services and Support; Prevention and Early Intervention; Workforce Education

and Training; Capital Facilities and Technology Needs; and Innovation. There are multiple programs operated
within each component.
With the passage of AB 100 the authority to approve the plan will no longer rest with the State Department of
Mental Health but has moved to the local level. We anticipate the passage of legislation which will take effect in
Fiscal Year 2012-2013. At that time the final approval will rest with Board of Supervisors. For the purpose of
transparency and in anticipation of the process which will be in effect after July 1, 2012 we are submitting the
final report to the Board. In order to comply with statute the plan was developed in cooperation with our local
MHSA stakeholder body; the Consolidated Planning and Advisory Group (CPAW) and the Mental Health
Commission and has received the support of both advisory bodies. The plan has been posted for 30 Day Public
Review and Comment and concluded with a Public Hearing conducted by the Mental Health Commission which
concluded on June 14, 2012.
This is a state mandated program under Welfare & Institutions Code.
CONSEQUENCE OF NEGATIVE ACTION:
None.
