REFER to the Internal Operations Committee the review and updating of the (Contra Costa Television) CCTV
Operations Policy and Procedures reflecting changes in the Public/Education/Government cable television landscape.
FISCAL IMPACT:
Other than staff time to update policies, there is no fiscal impact from this referral.
BACKGROUND:
The operating policies and procedures for CCTV are periodically reviewed by staff and updated to reflect new
technologies, new trends in Public/Education/Government broadcasting, and the information needs of our County
residents. It has been several years since the policies and procedures have been updated, and CCTV would like to
initiate that process.
Two issues in particular would benefit from input by the Board of Supervisors. The first involves Public Access
programming, and the second pertains to CCTV’s role in assisting cities with their cable needs. CCTV has provided

BACKGROUND: (CONT'D)
government and educational institutions for the production and airing of programs for 15 years. Those range from
public meetings to specialty programs that target a range of audiences from countywide to a specific interest group.
Comcast was, until recently, required to provide a studio, dedicated cable channel and assistance for Public Access
programming for Contra Costa County residents. Comcast is no longer mandated to provide an avenue for Public
Access programming, and there is a desire by community members, local organizations and cities to initiate a
discussion regarding how such programming can still be provided. CCTV led a community needs assessment in 2000
on this topic, and would be open to assisting with initiating that process again as the information needs, technologies
and expectations have changed dramatically in the last decade.
Many cities within Contra Costa County have approached CCTV for assistance with airing government
programming. CCTV has piloted channel management services for the cities of Pleasant Hill, Martinez and Clayton,
providing a variety of support beyond just taping and airing programs. The effort has been successful, and other cities
are now interested in following the same pattern. Discussions are underway with Pittsburg and Antioch for a similar
arrangement. The city of San Ramon has asked to exercise its right as an eligible user of CCTV’s countywide
channel, although it may later pursue channel management services as well.
CCTV is asking the Board of Supervisors to refer these issues to the Internal Operations Committee for further
review and guidance.
CONSEQUENCE OF NEGATIVE ACTION:
Contra Costa Television's policies and procedures will not be updated to reflect new technologies and new trends to
better meet the information needs of County residents.
