REFER to the Internal Operations Committee the proposal to develop a draft policy and guidelines for use of social
media tools by County departments.
FISCAL IMPACT:
Other than staff time, there is no fiscal impact from this referral.
BACKGROUND:
Social media tools provide government agencies with a variety of new methods to share our messages and important
information with the community. The landscape of social media changes frequently, and often use by government
agencies is tied to the experience level staff members have in communicating via online tools, rather than as a result
of meeting a business need.
Many Cities and Counties are in the process of developing policies to govern the use of social media tools (such as
Facebook, Twitter and YouTube,) and the County Administrator has tasked the Office of Communication and Media
with drafting a policy and guidelines for use by Contra Costa County departments.

BACKGROUND: (CONT'D)
The Office of Communication and Media is requesting the Board of Supervisors refer this issue to the Internal
Operations Committee for discussion and direction. The polices that have been established by other jurisdictions
cover a very broad range, from simply enabling departments and programs to use social media, to providing “how to”
guidelines and educating users on government-negotiated “Terms of Service” with the social media outlets.
A survey is underway to determine which County departments are already using social media and what impact those
tools have had on meeting their communication needs. Just as with any other outreach method, social media has
positives and negatives, and it is important to recognize how each tool can best be used to deliver our messages to the
public. The expectation is that our countrywide policy will provide some consistency in the use of these tools.
CONSEQUENCE OF NEGATIVE ACTION:
A policy and guidelines for using social media tools will not be established for sharing important information with
the community.
