APPROVE and AUTHORIZE the Employment and Human Services Interim Director, or designee, on behalf of the
Workforce Development Board (WDB), to execute an interagency agreement with the Contra Costa County Office of
Education in an amount not to exceed $800,000, for Workforce Investment Act In-School Youth Services for the
period July 1, 2012 through June 30, 2013.
FISCAL IMPACT:
$800,000: No County Costs, 100% Federal Workforce Investment Act (WIA) Youth Funding.
BACKGROUND:
The Workforce Development Board of Contra Costa (WDB) and the Youth Council, awarded this Interagency
Agreement to the Contra Costa County Office of Education under the open bid process, Request for Interest 1117, for
in-school and follow-up youth services as mandated by the Workforce Investment Act (WIA). Services include
vocational assessment, job and apprenticeship placements, employment credentialing, career preparation services,
job retention support, mentoring and individualized program planning, and Foster Youth Case Management Services.

CONSEQUENCE OF NEGATIVE ACTION:
In-School youth will have less opportunity for career training and employment preparation.
CHILDREN'S IMPACT STATEMENT:
Services to be offered through these contracts directly support two of the Children’s Report Card community
outcomes: 1) “Children Ready for and Succeeding in School”; and, 2) “Children and Youth Healthy and Preparing
for Productive Adulthood” by assisting youth with career training and employment preparation services.
