Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
Amendment Agreement #74-332-6 with Youth Homes Incorporated, a non-profit corporation, effective May 1, 2012,
to amend Novation Contract #74-322-5, to increase the payment limit by $98,892, from $1,710,000 to a new payment
limit of $1,808,892, with no change in the original term of July 1, 2011 through June 30, 2012, and to increase the
automatic extension payment limit by $49,446, from $855,000 to a new payment limit of $904,446, with no change
in the term of the automatic extension, through December 31, 2012.
FISCAL IMPACT:
This Amendment is funded 50% by Federal Financial Participation (FFP) Medi-Cal, and 50% by State Early and
Periodic Screening, Diagnosis, and Treatment (EPSDT). (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing residential day treatment services
including: intensive day treatment, medication support,

BACKGROUND: (CONT'D)
crisis intervention, wraparound, and other mental health services to, Medi-Cal eligible, Severely Emotionally
Disturbed (SED) children and their families.
On January 10, 2012, the Board of Supervisors approved Novation Contract #74-322-5 with Youth Homes
Incorporated for the period from July 1, 2011 through June 30, 2012, which included a six-month automatic
extension through December 31, 2012, for the provision of residential day treatment services to SED children and
their families.
Approval of Contract Amendment Agreement #74-322-6 will allow the Contractor to provide additional services
through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, additional residential day treatment services would not be provided possibly
requiring higher levels of care.
CHILDREN'S IMPACT STATEMENT:
This Contract supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) and
placement at discharge to a lower level of care.
