Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
Amendment Agreement #26-583-12 with Specialty Laboratories Inc. (dba Quest Diagnostics Nichols Institute of
Valencia), a corporation, effective August 1, 2011, to amend Contract #26-583-8 (as amended by Amendment
Agreement #26-583-9), to increase the payment limit by $57,000 from $600,000 to a new payment limit of
$657,000, with no change in the original term of January 1, 2011 through December 31, 2011.
FISCAL IMPACT:
This amendment is 100% funded by Enterprise Fund I. As appropriate, patients and third party payors will be billed
for services. No rate increase.
BACKGROUND:
Certain laboratory tests require equipment not available at Contra Costa Regional Medical Center's laboratory and are
rarely requested tests. Because of the large number and diversity of laboratory tests used by the medical community
to make diagnoses, most hospitals have to utilize outside laboratories, as it is too cost prohibitive to provide all tests
on site. Contra

BACKGROUND: (CONT'D)
Costa County has used the services of outside laboratories for over twenty-five years.
On March 1, 2011, the Board of Supervisors approved Contract #26-583-8 (as amended by Amendment Agreement
#26-583-9) with Specialty Laboratories, Inc. (dba Quest Diagnostics Nichols Institute of Valencia), to provide outside
laboratory services for Contra Costa Regional Medical Center and Contra Costa Health Centers, for the period from
January 1, 2011 through December 31, 2011.
Approval of Amendment Agreement #26-583-12 will allow the Contractor to be reimbursed for laboratory services
provided, through December 31, 2011.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, the County will not be able to reimburse the Contractor for outside laboratory test
performed for patients at Contra Costa Regional Medical Center and Contra Costa Health Centers.
