SUBJECT: Targeted Assistance Program for Refugees
The Board considered the recommendations of the County
Welfare Director relative to approval of contracts for the refugee
Targeted Assistance Program. Robert E. Jornlin, Welfare Director,
described the Request for Proposal (RFP) process and commented on
the limited amount of funds available for the program. He advised
that seven proposals were received and were carefully evaluated by
the Advisory Committee and staff. Mr. Jornlin recommended four of
the applications for funding.
A representative of the Lao Family Community, Inc. ,
appeared before the Board and requested funds for their RFP. He
spoke about the services provided by his agency, the population
served, and of the agency' s success in securing employment for
Laotians.
Others speaking in support of the Lao Family RFP were:
Chao Sarn, 3200 Barrett Avenue, Richmond;
Toua W. Xiong, 3200 Barrett Avenue, Richmond;
Meredith A. Toillion, 1151 Post Street, Suite 3,
San Francisco;
E. Lundin, 720 Pine Street, Martinez;
Khanmalee Rattanasith, 21409 Standard Avenue, Suite 14,
San Pablo, who presented a petition bearing signatures
of individuals residing in west county supporting the
efforts of the Lao Family;
Hai Ninh, Vietnamese Family Community, Inc. , 787 23rd
Street, Richmond; and
Vu-Duc Vuong, the Center for Southeast Asian Refugee
Resettlements, 878 O'Farrell Street, San Francisco.
Guity Kiani , Executive Director, Center for New Americans,
1371 Detroit Avenue, Concord, spoke on the need for services for
Laotian refugees coming to this community. She commented on the
services provided by her agency.
Jan Stephens, Catholic Charities, 1433 Jefferson Street,
Oakland, advised that her agency was appealing the recommendation to
approve a contract with the Vietnamese Family Community, Inc. , and
Center for Southeast Asian Refugee Resettlement for health accessing
services.
Board members expressed a desire to confer with staff on
the recommendations. Therefore, decision on this matter was
deferred to the afternoon session.
When the Board reconvened for the afternoon session,
Chairman Powers advised that the Board had reviewed with staff the
recommendations presented relative to the refugee Targeted
Assistance Program and was prepared to act on the recommendations
as presented.
The Board then proceeded to adopt the following order:

and authorize the Welfare Director or designee to finalize and
execute said contracts subject to County Counsel approval of
format.
FINANCIAL IMPACT
Funding will be from Federal Targeted Assistance Program II A
and rollover funds from Targeted Assistance Program I .
BACKGROUND
On December 3 , 1985 , the Board approved the Social Service
Department' s amendment to the County Plan for Refugee Targeted
Assistance Programs and authorized the Department to administer
a Request for Proposal process for a variety of projects

^-outlined in the County Plan Amendment. The Social Service
Department Contracts Unit has administered the RFP process
under State regulations and approval and has utilized uniform
criteria and a multi-disciplinary review panel for evaluation
of proposals. RFP No. 1012 specified that protests to the
process or contract awards be submitted in writing to the
Social Service Department for resolution by February 12 , 1986.
The Welfare Director ' s recommendation above is based on the
evaluation of all proposals received and the applicable State
and Federal regulations utilized in administration of .the
process.
