Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
#27-875 with Clarity Software Solutions, Inc., a corporation, in an amount not to exceed $2,500,000, to provide
professional printing, publication, distribution and technical assistance with regard to Contra Costa Health Plan
member materials, for the period from July 1, 2012 through June 30, 2015.
FISCAL IMPACT:
This Contract is funded 100% by Contra Costa Health Plan Member Premiums.
BACKGROUND:
The Health Plan has an obligation to provide members with printed materials within the constraints of contractual
deadlines and State mandated regulatory requirements. Under a previous Blanket Purchase Order, Clarity Software
Solutions, Inc. has consistently provided these services as a “one-stop shop”, which has assured timeliness, quality,
and cost effectiveness. Contractor’s communication systems allow the Health Plan to implement membership changes

in a timely manner without interrupting scheduled releases of required printing jobs. This Contractor’s technical
capability enhances the Health Plan’s reliability in providing excellent, affordable health care to the residents of
Contra Costa County at an acceptable price.
Under Contract #27–875, Contractor will provide specialized printing, publication, distribution, and technical
services, including producing member identification cards, marketing brochures, and informational packets, through
June 30, 2015.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, the Contra Costa Health Plan would not be able to provide timely distribution of
member materials.
