1. APPROVE a Consulting Services Agreement with Kitchell CEM in an amount not to exceed $360,000 to provide
construction management ("CM") services for the New Martinez Wellness Center and New Crisis Residential Facility
projects.
2. AUTHORIZE the Public Works Director, or designee, to execute the Agreement.
FISCAL IMPACT:
Funding for the subject services will be provided by Federal and State funding, contained within the Hospital
Enterprise 1 Capital Budget, and a Federal grant.
BACKGROUND:
The Martinez Wellness Center ("MWC") will be a new 10,000-square-foot, single-story, out-patient ambulatory and
mental health clinic. The MWC is to be constructed on existing Parking Lot ‘A’ at the

Management Services
BACKGROUND: (CONT'D)
Contra Costa Regional Medical Center ("CCRMC") campus, in close proximity to the hospital building. The new
clinic will replace a smaller, deteriorated health clinic building that was demolished in 2010. The MWC will provide
essential ambulatory and mental health care services for County residents. Twenty-one existing parking stalls in
Parking Lot ‘A’ will be lost due to construction of the new clinic. Five new ADA parking stalls and one drop-off
parking space have been designed for the main entrance to the clinic. Visitor parking for the new clinic will be
available across the street at the 20 Allen Street parking lot (45 spaces), and at the new Parking Lot ‘E’ (80 spaces)
currently being constructed on the CCRMC campus.
The New Crisis Residential Facility ("CRF") will provide a 24-hour residential treatment program. Such a program is
a viable alternative to hospitalization. In addition, the program will provide a transitional level of care for patients
leaving hospitals but needing further assistance while re-entering the community. The CRF is designed to be a 6,600
s.f., two-story facility that includes space for 16 residents. The facility will also include a living room, a dining room,
kitchen, a library, and administrative and support spaces. Staffing will include psychiatrists, nurses, clinical
specialists, and peer providers (mental health patients who have completed required training and are employed by the
County) and will be in compliance with State requirements for staffing ratios.
Construction bids were received on March 1, 2012 for the MWC project and on March 15, 2012 for the CRF project.
On April 24, 2012, the Board of Supervisors awarded a $3,820,000 construction contract to W.A. Thomas Company,
Inc. (“WAT”) for the MWC project. In addition, on April 24, 2012, the Board awarded a $2,958,000 construction
contract to WAT for the CRF project. WAT was the lowest responsive and responsible bidder on each project. The
Notice to Proceed date for the CRF project has been established as June 18, 2012. The Notice to Proceed date for the
MWC project is tentatively set for July 16, 2012, subject to the completion of the Parking Lot 'E' Project.
Because of the scope and increased coordination of two projects being constructed at the same time and within the
same vicinity, it is recommended that a professional firm provide CM services for the two projects. Since
construction of the CRF project has already commenced and construction of the MWC project will commence soon, it
is appropriate to bring the construction manager on board now. The services to be provided include facilitating and
resolving issues, schedule and budget management, project team coordination, preparing and monitoring
documentation logs, and move-in and close-out coordination. Kitchell CEM was selected through a competitive
selection process and Agreement terms and conditions have been reached. Staff recommends approval of a
Consulting Services Agreement with Kitchell in an amount not to exceed $360,000 for the two projects. Kitchell’s
corporate office is located in Sacramento.
CONSEQUENCE OF NEGATIVE ACTION:
If the Consulting Services Agreement is not approved, the project durations will need to be increased, potentially
resulting in higher costs. In addition, other projects will need to be re-prioritized and delayed.
