Contract Process for Allocation of AB 1733 Funds (Child Abuse Prevention and Intervention Programs) R. E . Jornlin, Director, Social Service Department, in a report dated January 9 , 1986, (copy attached hereto and by reference incor- porated herein) , advised the Board that the Family and Children's Trust Committee (FACT) reviewed several methods of selecting AB 1733 contractors who would provide child abuse prevention and intervention services in accordance with the guidelines of the State Department of Child Abuse Prevention. Mr. Jornlin reported that the FACT Committee recommends that the four current contracts not be automatically renewed but that a Request for Proposal (RFP) process be used for allocating Child Abuse Prevention (AB 1733) funds for the 1986-1987 fiscal year. Mr. Jornlin requested the Board to consider the recommendation of the FACT Committee . Barbara Visick, representing the Family Stress Center, noted that her agency currently receives AB 1733 funds for its Respite Care Program. She requested the Board to allocate AB 1733 funds for her Agency's 1986-1987 Respite Care Program. Mr. Jornlin commented on the rationale of the FACT Committee in recommending the RFP process . He advised that the RFP procedure allows other agencies to submit bids for -contracts . Supervisor McPeak expressed reservations with the recommendation of the FACT Committee in that the RFP process may delay or disrupt child abuse prevention and intervention services . She expressed an interest in being advised of the position of the other three con- tractors who have implemented programs and received AB 1733 funds for the last three years . She recommended that decision be deferred to February 11, 1986 pending a report from Mr. Jornlin on the issues and areas of concern. JORNLIN, DIRECTOR Contra ltra Social Service Department Cost DATE: January 9 , 1986 County SUBJECT: AB1733 CONTRACTING--FY 1986-87 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND Alm JUSTIFICATION RECOMMENDATION Authorize the director, Social Service Department to initiate planning for a Request for Proposal (RFP) process for FY 1986-87 allocation of AB1733 funds as recommended by the Family and Children' s Trust Committee and so notify the State Office of child Abuse Prevention of this decision. FINANCIAL IMPACT The State Department of Social Services will notify the County about its FY 1986-87 allocation after the governor' s proposed budget has been released. The estimated amount should be approximately $225, 000 to $250 ,000. Of this amount 5% is for administration and no County dollars are required. Subcontractors must provide a 10% match. BACKGROUND The current AB1733 contractors and services are as follows: We Care Society, Inc . $25 , 974 Child care for at risk infants. Located in Concord. Serves Central and East counties. Child and Family Therapy Center $81,878 Treatment of sexually abused children. Based in Martinez . Provides countywide service. Early Childhood Mental Health Program $66 , 032 Diagnosis and treatment. Based in Richmond. Serves West County. Family Stress Center $27 , 732 Respite care: Based in Pleasant Hill. Service is open to all but serves Central County mainly. CONTINUED ON ATTACHMENT: _ YES SIGNATURE:A�--P, 'IV RECOMMENDATION OF COUNTY ADMINISTRATOR RECOMMEND A 1 N OF BOARD COMMITTEE APPROVE OTHER The State Department of Child Abuse Prevention has provided the County with alternative ,methods of selecting AB1733 contractors for FY 1986-87. Therefore, unless restricted by subsequent statutory change or budget control language, the County may decide to terminate and rebid some ,or all of the existing contracts for the current fiscal year. The second alternative is to renegotiate the existing contracts and extend the same contractors. A third alternative is to continue contracts in the same manner as for 1985-86 without renegotiation. The final alternative is to initiate these actions in combination. Whatever the County decides , the decision must comply with program intent of applicable sections of the W&I Code. Also, the County must notify the Office of Child Abuse Prevention in writing of its intentions. This notification must specify the planned actions and rationale for that action for every currently funded project. Should the County continue currently funded contracts into FY 86-87, these contracts may be let without a competitive selection process (RFP) . Should the County decide to terminate 1 or more of the contracts and rebid that particular servcice or a new service, a competitive process would be required. The Board of Supervisors appointed the Family and Children' s Trust committee (FACT) to advise on certain family and children' s programs to be funded, AB1733 included. The Director, Social Service, referred this matter to them for a recommendation. They considered the alternatives including positive and negative factors related to any of the possible recommendations and have recommended to the Director, Social Service Department that the Committee set service priorities and that the Department initiate a competitive Request for Proposal (RFP) process for FY 1986-87. FACT has held a public hearing in November 1985, is completing a public hearing summary, is identifying service needs and is attempting to coordinate service delivery and expenditure of AB1733 , Children' s Trust (birth certificate) and Family and Children' s Trust funds. CONSEQUENCES OF NEGATIVE ACTION The State Office of Child Abuse Prevention and present and future service providers could not be informed in a timely way on the AB1733 allocation method to be used for FY 1986-87.
