HomeMy WebLinkAboutMINUTES - 06262012 - C.83RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Interim Director, or designee, to execute a contract with the Child Abuse Prevention Council of Contra Costa as recommended by the Family and Children's Trust Committee (FACT) in an amount not to exceed $123,500 for the Nurturing Parenting Program and Baby Bag Project for the period July 1, 2012 through June 30, 2013. FISCAL IMPACT: $123,500: 40% ($49,016) County, Birth Certificate funds; 44% ($54,484) State, Child Abuse Prevention, Intervention and Treatment (CAPIT) funds; 16% ($20,000) State, Community Based Child Abuse Prevention (CBCAP) funds . No County match. BACKGROUND: The Child Abuse Prevention Council (CAPC) was selected through the Family and Children's Trust Committee (FACT) competitive bid process to establish and coordinate the community efforts to prevent child abuse and the impact on children and families in Contra Costa County. Services include but are not limited to information and referral related to prevention and treatment of child abuse, professional training and community workshops, Nurturing Parenting Program, Baby Bag Project, coordination of the Child Abuse Review Committee and its subcommittees to improve and ensure services to victims and families, educational materials on child abuse issues, and ongoing advocacy for child welfare. CONSEQUENCE OF NEGATIVE ACTION: Recommendation(s) to the Board of Supervisors by the Family and Children's Trust Committee (FACT) would not be adopted and proposed services would not delivered to children and families. CHILDREN'S IMPACT STATEMENT: The contract supports all five of the community outcomes established in the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient; 4) "Families that are Safe, Stable and Nurturing"; and, 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families" by providing educational training, services, and information & referral to demonstrate and increase successful parenting. Expected program outcomes are reduced child abuse and neglect, reduced incidences of domestic violence, and improved parental stress management.
