ATTESTED: June 26, 2012 David Twa, County Administrator and Clerk of the Board of Supervisors By: Carrie Del Bonta, Deputy cc: Cassandra Youngblood, Jagjit Bhambra, Erik Brown C. 75 To:Board of Supervisors From:Theresa Speiker, Interim Employment & Human Services Director Date:June 26, 2012 Contra Costa County Subject:2011/12 Calif. Dept. of Educ. CalWORKS Stage 2 childcare revenue contract, amendment #3 BACKGROUND: (CONT'D) of Education notified the Department on June 23, 2011 of the 2011/12 funding allocation for alternative payment / CalWORKS Stage 2 childcare services. Approval of this revenue contract will provide support funds for CalWORKS Stage 2 childcare services to program eligible children and families. The State routinely amends these agreements to add funds and/or to update funding terms and conditions. On September 13, 2011, the Board approved an amendment to accept additional funds from the State and to increase the child's eligility age (from 11 years to 13 years). An amendment to decrease the payment limit by $700,000 due to the bureau not meeting enrollment targets for Stage 2 childcare program was approved by the Board on May 15, 2012. This amendment seeks to adjust the minimum Days of Operation as requested by the State. The State routinely adjusts the minimum days of operation during the program year as school calendars and other considerations are finalized. CONSEQUENCE OF NEGATIVE ACTION: If not approved, County will not have funds to operate CalWORKS Stage 2 childcare program. CHILDREN'S IMPACT STATEMENT: The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
