ATTESTED: June 26, 2012 David Twa, BY:Carrie Del Bonta , Deputy RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment & Human Services Interim Director, or designee, to execute an interagency agreement with Contra Costa Community College District to change the minimum days of operation from 245 days to 251 days for state preschool services with no change to the payment limit of $1,153,796 or term July 1, 2011 through June 30, 2012. FISCAL IMPACT: 97.3% State funds 2.7% Federal funds FISCAL IMPACT: (CONT'D) $20,223 Federal fund CFDA # 93.596 $11,132 Federal fund CFDA # 93.575 California Department of Education passed through Contra Costa Community College District No County match State: CSPP 1045 / Amend 2 County: 39-811-39 BACKGROUND: Contra Costa College District receives funds from the State of California Department of Education for State Preschool program services. The District, in turn, contracts with Contra Costa Employment & Human Services Department Community Services Bureau to provide the services. The agreement is for part-day and full-day preschool services to program eligible children and families during the term July 1, 2011 through June 30, 2012. On April 24, 2012 the Board approved an amendment to accept additional funds. This amendment adjusts the minimum Days of Operation from 245 to 251 days. The State routinely amends these contracts as the program year progresses, making adjustments as school calendars are finalized. CONSEQUENCE OF NEGATIVE ACTION: If not approved, County will not receive funding to operate this childcare program. CHILDREN'S IMPACT STATEMENT: The Community Services Bureau of the Employment & Human Services Department supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
