Project, Inc. �� ��••l1 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION.- Approve CTION:Approve and authorize the Chairman to execute on behalf of the County, Novation Agreement 424-243-7 with R.E.A:C.H. Project, Inc. in the amount of $66,138 for the period July 1, 1985 - June 30, 1986 for provision of drug abuse prevention and early intervention services in the Antioch and Brentwood areas (and in the Pittsburg area until October 15, 1985). This document includes a six-month automa- tic extension from June 30, 1986 through December 31, 1986 in the amount- of $27,156. II. FINANCIAL IMPACT: The payment limit of $66,138 includes a cost-of-living increase of four percent over the 1984-85 base contract amount, as well as funding for Pittsburg area services until October 15, 1985, when the contractor opted to limit services to the Antioch and Brentwood areas of the County. This contract is funded by 90% State funds (Drug Abuse Program allocation) and 10% local County matching funds. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: On December 18, 1984, the Board approved Contract 424-243-5 with R.E.A.C.H. Project, Inc. for East County drug abuse prevention, early intervention, and community mental health services. On December 17, 1985, the Board approved a two-month extension of the contract through February 28, 1986. Novation Contract 424-243-7 replaces the automatic contract extension of Contract 424-243-5 and the two-month extension approved by the Board in December. This program continues to be an effective school/community based model of service to youth and families with drug-related problems in Antioch, Brentwood and other far eastern county communities . It is a program with a long standing record of accomplishment and a model for generating community support and funding from such sources as the City of Antioch, Antioch Unified School District, and local fund raisers and donations. The contractor's withdrawal from service delivery to the Pittsburg area does not in any way diminish their record of excellent service delivery to County residents . This Novation Contract has been approved as to legal form by County Counsel's Office.
