ADOPT Position Adjustment Resolution No. 21108 to cancel one Social Worker (X0VC) (represented) position at
salary level 255 1434 ($4,419-$5,372) and add one Social Work Supervisor II (X0VB) ($6,013-$7,309) (represented)
position at salary level 2I5 1745 in the Public Defender's Office.
FISCAL IMPACT:
The annual salaries and benefits cost of the Social Work Supervisor II position is estimated at $116,997. The
additional annual cost of $33,000 for the higher-level class of Social Work Supervisor II will be funded through AB
109 Public Safety Realignment and will leverage hundreds of hours of student worker support and assistance under
separate agreements with local universities.
BACKGROUND:
In October 2011, the Board of Supervisors approved a plan to implement AB 109 Public Safety Realignment in this
county for the adult criminal offender population. Public Safety Realignments transfers jurisdiction from

the State to the County for certain lower-level offenders and parolees. The State has realigned portions of its sales
tax and vehicle license fee revenue to support county efforts to provide programs and services to more effectively
rehabilitate offenders and reintegrate them in their communities.
One element of the approved plan is to have the Public Defender's Office conduct a social history and needs
assessment of its AB 109 clients at the pre-court disposition stage. Reentry social workers and deputy public
defenders provide a vigorous legal defense by addressing underlying and contributing social and behavioral health
needs. Reentry social workers will have access to County social services and treatment networks and will , as
well, establish relationships with the social services staff and directors to which they connect their clients. They
will also provide legal advocacy in the form of offering alternatives to incarceration, based on a client's individual
circumstances and demonstrated need.
The approved realignment plan provided for one Social Worker position. The Human Resources Department
recommends, however, the higher classification of Social Work Supervisor II to better meet the objectives of the
Public Defender, which include supervision of student social workers hired under interagency agreements with
local universities.
