HomeMy WebLinkAboutMINUTES - 06262012 - C.57RECOMMENDATION(S): ADOPT Resolution Number 2012/300 to close the Bella Monte Child Care Center in Bay Point effective July 1,2012; and abolish positions and layoff employees in the Employment and Human Services Department, Community Services Bureau, effective close of business July 13, 2012. FISCAL IMPACT: The FY 2011/12 approved California State budget included a 4% trigger cut that would be effective on July 1, 2012 if specific revenue projection were not achieved. These cuts were not incorporated in the Bureau’s FY 2012-13 Budget. The State revenue target was not reached and the Community Services Bureau now needs to accommodate the loss of $430,000 to the child development program in the 2012/13 fiscal year. In addition, the State Department of Education notified the Community Services Bureau in May that it has reduced the FY 2012/13 funding for the administration of the Bureau’s Stage 2 CalWORKs and Alternative Payment program by $296,424 and $51,302, respectively, due to lower than anticipated funding available. The Community Services Bureau will accommodate this lost revenue by: • closing the Bella Monte childcare site and contracting child care slots to partner agencies (Net savings: $250,700); • generating savings from reductions in travel, temporary staffing and professional services (Net Savings: $66,000); and • eliminating administrative and supervisory staff (Net Savings: $461,026). The proposed reductions, if approved by the Board, will maintain the fiscal viability of the Bureau and will not impair its ability to meet the funders' programmatic mandates. BACKGROUND: Recently the State of California reduced FY 2012/13 funding for childcare programs by $777,726. The Community Services Bureau (CSB) proposes significant programmatic modifications in order to accommodate these reductions. The recommended program changes are proposed to be effective July 1, 2012. The program changes take the following into consideration: • minimizing the impact to children and their families; • minimizing impact to CSB staff; • reducing services in communities where there are other subsidized programs nearby, or retaining services in priority areas without other subsidized programs nearby. The Bella Monte Child Care Center will be closed with the last day of operations on Friday, June 30th. This center is proposed for closure because it operates out of a leased facility on a month-to-month lease agreement which can easily be cancelled and there are nearby services that will minimize the impact to the children and their families. CSB's Community Needs Assessment, as well as data from other sources, indicates that Bay Point is one of the three cities within Contra Costa County with the highest number of child care services available, with 140 additional CSB subsidized slots at three centers. Bella Monte Child Care Center center serves forty children ages 3-5 year old. The majority of these children, twenty-three, are aging out of the program and will transition to kindergarten. The remaining seventeen children still needing pre-school services will be accommodated at two other preschool centers operated by CSB in Bay Point. Additional childcare opportunities will be provided through alternative payment programs and other subsidized childcare in the area. CSB staff will work with each individual family to ensure that all children are smoothly transitioned. Currently the Riverview and Lavonia Allen facilities have a combination of full day/full year (FD/FY) and part day/part year (PD/PY) classrooms at each facility. CSB will: • CSB will convert the PD/PY classroom at Lavonia Allen Child Care Center into a FD/FY classroom, thus converting the entire facility into an exclusively FD/FY center. • Similarly, CSB will, convert the FD/FY classroom at Riverview Child Care Center into a PD/PY classroom, thus converting this facility into an exclusively PD/PY center, which will be closed during the summer months. This consolidation will allow the CSB to close the Riverview facility during the summer. The swapping of the Riverview and Lavonia Allen classrooms will impact six children in each of the two centers. These children will continue to receive services at their newly assigned childcare center. Fourteen out of the twenty children in Lavonia Allen Child Care Center will be transitioning to kindergarten, thus six children will need PD/PY services. These children can be placed at Riverview Child Care Center, 1.5 miles from their current facility . Fourteen out of the twenty children in Riverview Child Care Center will be transitioning to kindergarten. The remaining six children needing FD/FY services can be placed and served at Lavonia Allen Child Care Center. These changes will be effect as of close of business on June 30, 2012. The center closures and conversions will impact each centers staffing. Bella Monte closure will result in the elimination of: • one Site Supervisor II - Project, • two full day/full year Teachers-Project, and • three Associate Teachers – Project. Riverview Child Care Center conversion will result in the elimination of: • one Site Supervisor II – Project, and • two Associate Teacher. The Lavonia Allen Center conversion will result in the reassignment of • one part day/part year Teacher-Project. Additionally, CSB recommends the elimination of two non-essential positions, Secretary – Advanced Level-Project and Child Nutrition Food Services Assistant- Project. A third staff position, and Administrative Analyst, will be transferred from the Community Services Bureau to EHSD Administration which has a workload need and available funding to support the position. Eliminating the Secretary-Advanced Level-Project and the Child Nutrition Food Services Assistant-Project positions will not have any impact on the children and the service delivery. In order to keep expenditures within available funding or to keep staffing at the level necessary for efficient operations, it is necessary to abolish the positions described above (see Attachment “A-1”) effective on July 13, 2012. CONSEQUENCE OF NEGATIVE ACTION: The Community Services Bureau’s FY 2012-13 expenditures will significantly exceed revenue, resulting in the need for the County to backfill the deficit using the County General Fund. CHILDREN'S IMPACT STATEMENT: The Community Services Bureau provides services that impact the outcomes identified in the Children's Report Card under the indicator "Children are Health and Ready for School".
