SUBJECT: Approval of Standard Agreement #29-441 (State 485-76118) with the State
Department of Mental Health to provide a Conditional Release Program for
Judicially Committed Patients
SPECIFIC REQUEST(S) OR RECOMMENDATION(.S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and authorize the Chairman to execute on behalf of the County, Standard
Agreement 429-441 with the State Department of Mental Health in the amount of
$174,616 for the period January 1, 1986 - June 30, 1986 for operation of a
Conditional Release Program by the Alcohol/Drug Abuse/Mental Health Division of
the County Health Services Department to provide mental health treatment and super-
vision services to judicially committed patients.
II. FINANCIAL IMPACT:
This contract replaces the County's State Short-Doyle allocation for the Mentally
Disordered Offender (MDO) Program (under AB 1229) and provides additional funding
for forensic mental health services . No local matching County funds are required.
Approving this contract will more than double the amount of State funding that is
available to provide mental health services for the County's judically committed
population. The $174,616 contract amount includes $166,352 for service operations
and $8,264 for the one-time-only start-up cost of a personal computer system
(ownership of which reverts to the State) .
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
The State Department of Mental Health was mandated responsibility by the Governor's
Mental Health Initiative of 1984 for the Conditional Release Program (formerly the
AB 1229 Program). The State Department of Mental Health may contract this program
to counties or to private providers instead of granting a direct Short-Doyle allo-
cation as in the past.
The goal of this new program is to ensure greater public_ protection in California
communities via a standardized system of effective supervision and treatment for
judicially committed_ persons placed on outpatient status by the courts. If the
contract is approved, we will be increasing the level of intensive supervision to
the judicially committed which has proven to reduce recidivism. Our caseload is
expected to increase from approximately 25 to 32 patients. This will require per-
sonnel actions to establish a new half-time Mental Health Treatment Specialist
(Criminal Justice flagged) position or to increase a half-time position to full
time.
This contract has been approved as to legal form by County Counsel's Office.
The Board Chairman should sign nine copies of the contract and Statement of
Compliance forms, eight of each should then be returned to the Contracts and Grants
Unit for submission to the State Department of Mental Health.
