FISCAL IMPACT: There is an annual cost of approximately $206,986.32, including approximately $71,220 in pension costs, which is offset by Medi-Cal and Medicare revenues and the future cancellations of vacant positions. The Pathology Laboratory has been supervised by the Laboratory Director and other pathologists without direct and daily management oversight. The Unit consists of three Histotechnicians, two Senior Cytotechnicians, one Cytotechnologist and one Laboratory Technician II. During the January 2011 inspection by the Joint Commission, it became apparent that day-to-day supervision is necessary to direct staff and administer preventative maintenance, quality control and quality assurance programs to ensure compliance to regulatory agencies including the State and the Joint Commission. In order to prevent the same outcome, the Department is requesting to reclass one incumbent who possesses both histology and cytology training, and has the expertise to manage the daily operations in Pathology. After the Joint Commission inspection, the incumbent has been instrumental in developing pathology laboratory procedural manuals and quality assurance methods to improve current practices (for inspection and/or audit purposes). The Clinical Laboratory has had a shortage of Scientists over the past few years and has increased in workload. The additional three Laboratory Technicians III will assist licensed Scientists in processing automated testing (to be verified by Scientists), which is within their scope. This will allow the Scientists to cover more complex quantitative tests, which require State licensure. The fourth Laboratory Technician III will be assigned to assist management in compiling Quality Assurance, Quality control and special reports. The Department anticipates at least two promotions from Laboratory Technician IIs, which will result in vacant positions, two of which will be cancelled to offset some of the costs. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, the Department will not have adequate staffing in the Laboratory Division, which may impact patient care services.
