APPOINT the following individuals to the Family and Children's Trust Committee (FACT), as recommended by the
Family and Human Services Committee:
Joseph DeLuca to At-Large Seat 4, with a term expiring on September 30, 2013
Simone Gikanga to At-Large Seat 5, with a term expiring on September 30, 2012
Ruth Fernandez to Seat 3, Childhood Development/Childhood Education, with a term expiring on September 30,
2012

BACKGROUND:
In 1982 the Contra Costa County Board of Supervisors (BOS) established the Family and Children's Trust
Committee (FACT) to research priorities and make funding recommendations to the BOS on the allocation of specific
funds for the prevention and amelioration of child abuse

BACKGROUND: (CONT'D)
and neglect, and the promotion of positive family functioning. The funds include: Child Abuse Prevention,
Intervention and Treatment Funds (CAPIT) (AB 1733), Birth Certificate funds (AB 2994), Family and Children's
Trust funds, Community-Based Child Abuse Prevention funds (CBCAP), Child Care Affordability funds, and other
funds as may be subsequently directed by the BOS.
FACT also provides information and data to the Employment and Human Services Department on the effectiveness
of current and proposed programs for families and children and on recent or pending legislation that would
potentially impact family and children's services programs, clients, and/or funding mechanisms.
In addressing child abuse and neglect, FACT maintains a committee comprised of individuals with diverse
knowledge, geographic locations, backgrounds, and community prospectives regarding community needs to serve
families and children.
The requested reappointments are for:
CONSEQUENCE OF NEGATIVE ACTION:
The Family and Children's Trust Committee would be unable to establish and maintain a quorum.
