Bueren, Public Works Director/Chief Engineer Date:June 26, 2012 Contra Costa County Subject:APPROVE the Alamo Pedestrian Improvements Project and make related findings under the California Environmental Quality Act (CEQA) BACKGROUND: The Alamo community has expressed special concern for two pedestrian and bicycle crossings. One crossing is located at the intersection of Stone Valley Road West and Iron Horse Trail, (west of the Alamo Plaza) and the second crossing is located at the intersection of Livorna and Wilson Roads. The Stone Valley Road West and Iron Horse Trail pedestrian and bicycle crossing is affected by reduced visibility due to road curvature and high vegetation, and in the opposite direction (north) approaching vehicle traffic can obstruct views of the crossing as vehicles, especially trucks, exit the plaza driveway. The Livorna and Wilson Roads crossing are located just east of Alamo Elementary School, the vertical curve of the road approaching the crossing and existing terrain create a challenge for vehicle traffic traveling eastward as the crest of the road blocks complete views of the crossing. The project consists of the installation of Contra Costa County’s first Rectangular Rapid Flashing Beacon (RRFB). The RRFB’s unique light flashing frequency was determined via testing to better gain the driver’s attention than flashing beacons currently in use. The RRFB is solar powered and will create an energy savings for the County. These pedestrian-activated Rapid Flashing Beacons will be located at both crossing locations. Additional advance road side flashing pedestrian crossing warning beacons activated at the cross walk, will also be installed or relocated at both locations as an early warning to vehicles as they approach the crossings from the eastern and western direction. The RRFB will be installed and focused directly on vehicles within the roadway to avoid lighting disturbance to any nearby neighbors. In-pavement flashers that outline the crosswalk limits, and crossing twitters for the hearing impaired may also be included in the installation. Some sidewalk adjustment may be necessary to accommodate the RRFB installation or relocation. These adjustments will be made along with any necessary crosswalk striping at each location. At least one lane will remain open during construction activities at all times. Emergency vehicles will have access at all times. Utility relocations or adjustments may be necessary in support of the project. Real property transactions may be necessary in support of this project. Trees and shrubbery may need trimming throughout the project area. No tree removal will be necessary. CONSEQUENCE OF NEGATIVE ACTION: Delay in approving the project will result in a delay of installation of Rectangular Rapid Flashing Beacon (RRFB) System. CHILDREN'S IMPACT STATEMENT: Not applicable.
