APPROVE and AUTHORIZE the Public Works Director, or designee, to execute the Right of Way Agreement with
Contra Costa Transportation Authority (CCTA). Antioch Area; Project No. 4660 6X4168
FISCAL IMPACT:
No fiscal impact. When the property is actually transferred to CCTA, the County will receive $575,000 (100% Contra
Costa Transportation Authority (CCTA) funds).
BACKGROUND:
Contra Costa County (County) is fee owner of three contiguous parcels located on Fitzuren Road, Antioch. The three
parcels are identified as Assessor Parcel Numbers (APN) 067-342-001, 067-342-002, and 067-342-013 (Property).
CCTA requires portions of the Property for the State Route 4 (E) Widening-Somersville Road to State Route 160
Project (Project). The portions of the Property required for the Project are identified as Parcel 61154.

BACKGROUND: (CONT'D)
and CCTA, the County is to provide the right of way services for the Project. One of the terms and conditions of
the Coop requires the County to hold title to all the right of way acquired for the Project until such time CCTA
directs the County to transfer the right-of-way to the State.
The County and CCTA entered into a Right of Way Agreement (Agreement) that memorializes the right of way
transaction of Parcel 61154. The Agreement is essential to document how the County will receive payment for the
property rights for Parcel 61154.
CONSEQUENCE OF NEGATIVE ACTION:
CCTA will not have the necessary property rights needed for their Project.
