Consider ACCEPTING an oral report by the Deputy Director of Conservation and Development on the State Budget
Trailer Bill and provisions affecting the Redevelopment Dissolution Act.
FISCAL IMPACT:
The fiscal impacts of the trailer bill are under evaluation and will be discussed in the oral report.
BACKGROUND:
The budget committees of the Assembly and Senate are reviewing a proposal of the State Department of Finance
(DOF) to amend provisions of the Redevelopment Dissolution Act as part of a trailer bill that will approve the State
budget. Staff is working on getting a copy of the proposal. The Contra Costa Board of Supervisors is the Successor
Agency to the former Contra Costa County Redevelopment Agency. Implementation of the Dissolution Act has been
challenging, with tight time lines, limited powers, and statutory provisions that are difficult to interpret.
The purpose of the DOF proposal is to

facilitate adoption of a balanced state budget. There is a concern among local jurisdictions of potential local
impacts created through implementation of the DOF proposal. Exhibit B (there is no Exhibit A) is an analysis of
the trailer bill prepared by the League of Cities. Exhibit C is a copy of a letter from the Sonoma County Board of
Supervisors to the members of the Senate and Assembly Budget Committee which provide comments new limits
imposed by the DOF proposal on the actions of Oversight Boards to Successor Agencies and the actions of
Successor Housing Agencies.
Members of the Assembly and Senate are in discussions with DOF on revisions to the DOF proposal. Discussion
by the Board on this matter would provide the opportunity to communicate any concerns to our legislative
delegation and hopefully influence the changes made to the DOF proposal. Successor Agency staff will provide
an oral report at the Board meeting and address the Board's questions.
CONSEQUENCE OF NEGATIVE ACTION:
If no action is taken, the Board will not be able to influence the content of the budget trailer bill.
