ACCEPT an oral report from the Employment and Human Services Department regarding services to foster youth
during the "gap period" created by State legislation between aging out of the program at ages 18 and/or 19 and being
eligible for new services until the age of 21.
FISCAL IMPACT:
No fiscal impact - report only.
BACKGROUND:
There have been two recent articles in the local newspapers regarding the gap period created by legislation between
when a foster care youth ages out of foster care under old legislation at ages 18 and/or 19 and when the same child is
then eligible for services until the age of 21 under new legislation.
At the May 22, 2012 Board of Supervisor's meeting, staff was asked to report back at the June 5th meeting regarding
the gap in services created by the legislation and what services the County provides during this period. There are
special programs and financial renumeration in place to assist these

BACKGROUND: (CONT'D)

Staff will present an oral report including information on the number of youth who are aging out of the system, the
programs and services available to them, housing options, the cost of these additional services and how they are being
paid for. Written materials and packets of information will be made available for the Board of Supervisors and
members of the public.
Legislation - AB 12 and AB1712 - will be presented at the June meeting of the Board of Supervisors Legislation
Committee.
CONSEQUENCE OF NEGATIVE ACTION:
The Board and the public will lack current and accurate information on the topic.
CHILDREN'S IMPACT STATEMENT:
The services to be outlined in the oral report impact the outcomes identified in the Children's Report Card under the
indicator " Youth are Healthy and Preparing for Adulthood".

ACCEPTED the oral report and REFERRED the matter to the Family and Human Services Committee for
continued discussion.
