APPROVE and AUTHORIZE the Employment and Human Services Interim Director, or designee, to execute a
contract with Aspiranet in an amount not to exceed $200,000 to provide emergency shelter receiving center services
in Central Contra Costa County for children taken into protective custody or transitioning through foster placements
for the period July 1, 2012 through June 30, 2013.
FISCAL IMPACT:
$200,000: 30% County ($60,000); 70% State Child Welfare Services Allocation ($140,000).
BACKGROUND:
The Receiving Center serves as the hub of the Employment and Human Services Department (EHSD) emergency
shelter system. It provides temporary care to children who have been taken into protective custody and children and
youth who are transitioning into foster placements. The Receiving Center offers a homelike setting and is designed to
promote stability in placement, focus on the needs of the individual child, minimize move, and supports permanency
at the early stages of EHSD intervention. Contractor was selected through competitive bid, Request for Proposal
(RFP) 1110.

CONSEQUENCE OF NEGATIVE ACTION:
Emergency shelter will not be available to temporarily care for children taken into protective custody. This will
increase the trauma to the child and limit resources available to EHSD staff in locating a placement for the child.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five community outcomes: 1) "Children Ready for and Succeeding in School"; 2)"Children
