Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
#74-443 with Ujima Family Recovery Services, a non-profit corporation, in an amount not to exceed $406,031, to
provide perinatal day treatment and CalWORKS assessment services for the period from March 1, 2012 through June
30, 2013. This Contract includes a six-month automatic extension through December 31, 2013, in an amount not to
exceed $150,000.
FISCAL IMPACT:
This Contract is funded 70% by CalWORKs Alcohol and Other Drug Services (AODS), 26% CalWORKs Mental
Health and 4% Substance Abuse Prevention and Treatment Federal Block Grant.
BACKGROUND:
For a number of years the County’s Health Services Department, AODS Division, has contracted with New
Connections, a non-profit corporation, for the provision of a wide variety of substance abuse counseling, treatment
programs and assessment services. In February

BACKGROUND: (CONT'D)
2012, New Connections notified County that it would cease all treatment operations effective February 29, 2012.
Since that time, AODS has worked to find appropriate, alternative, providers of treatment from throughout the
network of community-based providers.
Under Contract #74-443, Ujima Family Recovery Services will assume responsibility for the provision of services for
the perinatal day treatment program, as well as CalWORKs assessment services, through June 30, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, County’s clients in need of perinatal day treatment or CalWORKs assessment may
not have timely access to the substance abuse services they need.
CHILDREN'S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and
Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide
a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
