APPROVE and AUTHORIZE the Employment and Human Services Interim Director, or designee, to execute a
contract with McWilliams Mailliard Technology Group, Inc., including mutual indemnification, in an amount not to
exceed $13,900 to provide software application services for Adult Protective Services for the period July 1, 2012
through June 30, 2013.
FISCAL IMPACT:
$13,900: 100% County Funds
BACKGROUND:
The purpose of this Board Order is to seek Board approval for the inclusion of a mutual indemnification clause in the
agreement.
Contractor case management, tracking and reporting software application was developed specifically for use by
California counties’ Adult Protective Services (APS) programs. This relational database manages the information and
documentation requirements of Adult Protective

BACKGROUND: (CONT'D)
Services’ intake, assessment, investigation, service planning, case management, case closure and reporting processes.
AACTS complies with all State of California reporting requirements and generates all State-mandated reports,
including the SOC 242. AACTS management tools include case assignment, overview of caseloads, instant alerting
to out-of-compliance tasks, push-button supervisor sign-off, and tickler tools. AACTS is accessed through a Virtual
Private Portal (VPP), via a web browser. MMTG has partnered with CareAccess Silicon Valley, Inc., to offer AACTS
on a per-user, subscription basis through a VPP that is HIPPA-compliant. Using a portal system reduces initial set-up
costs by eliminating the need for investment in hardware, server software, and desktop software.
CONSEQUENCE OF NEGATIVE ACTION:
Employment and Human Services Department will be unable to use this important software application.
