Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract
Amendment Agreement #24-429-53 with Ujima Family Recovery Services, a non-profit corporation, effective
January 1, 2012, to amend Contract #24-429-52, to increase the payment limit by $40,993, from $1,669,525 to a new
payment limit of $1,710,518, and to increase the automatic extension payment by $12,500, from $834,762 to a new
Automatic Extension payment limit of $847,262, with no change in the original term of July 1, 2011 through June
30, 2012.
FISCAL IMPACT:
This amendment is funded 82% by Federal Perinatal Set-Aside, 12% Drug Medi-Cal and 6% State Substance
Abuse/Mental Health Services for CalWORKs. (Rate increase)
BACKGROUND:
On August 16, 2011, the Board of Supervisors approved Contract #24-429-52 with Ujima Family Recovery Services
for the period from July 1, 2011 through June 30, 2012, which

BACKGROUND: (CONT'D)
included a six-month automatic extension through December 31, 2012 for the provision of perinatal intensive day
treatment, residential recovery program and transitional housing for women.
Approval of Contract Amendment Agreement #24-429-53 will allow the Contractor to provide additional services
through June 30, 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, pregnant and parenting women will not receive additional alcohol and drug
treatment services they need which may result in perinatal substance abuse and additional risk to their babies.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse program supports the Board of Supervisors’ “Families that are Safe, Stable, and
Nurturing” community outcome by providing parenting education, stability, and safety for mothers (and their
children) and pregnant women who are alcohol and drug dependent, while they are in substance abuse treatment.
Expected outcomes include delivery of drug-free babies, decreased use of alcohol, tobacco and other drugs, reduction
in the number of relapses, and creation of a sober social network.
