ATTESTED: June 5, 2012 David Twa, BY:Carrie Del Bonta , Deputy RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment & Human Services Department Interim Director, or designee, to execute a contract amendment with the California Department of Education to change the minimum days of operation from 245 days to 251 days for state preschool programs with no change to the payment limit of $7,289,237 or term July 1, 2011 through June 30, 2012. FISCAL IMPACT: No County match 73.58% State FISCAL IMPACT: (CONT'D) ($5,363,299) 26.42% Federal ($1,242,148) CFDA # 93.596 ($683,790) CFDA # 93.575 State: CSPP 1046 / Amend 1 /// CCC: 39-908-9 BACKGROUND: California Department of Education notified the Department on June 17, 2011 of the 2011-12 funding allocation for California State Preschool program services. Approval of this revenue contract will provide support funds for state preschool services to program eligible children and families. The agrement was amended to accept additional funding from the State and amended funding terms and conditions to include an expanded definition of childcare to increase the child's eligibility age for children with special needs (from age 11 years to 13 years). The Board approved this amendment on September 13, 2011. This amendment adjusts the minimum Days of Operation from 245 to 251 days. The State routinely amends these contracts as the program year progresses, making adjustments as school calendars and other considerations are finalized. CONSEQUENCE OF NEGATIVE ACTION: If not approved, County will not receive funding to operate these childcare programs. CHILDREN'S IMPACT STATEMENT: The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
