ATTESTED: June 5, 2012 David Twa, County Administrator and Clerk of the Board of Supervisors By: Carrie Del Bonta, Deputy cc: Cassandra Youngblood, Ressie Dayco, Katharine Mason C. 60 To:Board of Supervisors From:Theresa Speiker, Interim Employment & Human Services Director Date:June 5, 2012 Contra Costa County Subject:2011/12 Calif. Dept. of Educ. General Childcare & Development revenue contract, amendment #2 BACKGROUND: California Department of Education notified the Department on June 29, 2011 of the 2011/12 funding allocation for general childcare and development programs. Approval of this agreement will allow continued provision of vital childcare services to Contra Costa County children and families. The county receives funds from the California Department of Education to provide state preschool general childcare services to program eligible County residents. The program is operated by the Community Services Bureau of the Employment & Human Services Department. The first amendment, approved by the Board on September 13, 2011, accepted additional funding from the State and amended the funding terms and conditions to include an expanded definition of childcare and to increase the child's eligibility age for children with special needs (from age 11 years to 13 years). This amendment adjusts the minimum Days of Operation from 245 to 251 days. The State routinely amends these contracts as the program year progresses, making adjustments as school calendars and other considerations are finalized. CONSEQUENCE OF NEGATIVE ACTION: If not approved, County will not receive funding to operate this childcare program. CHILDREN'S IMPACT STATEMENT: The Community Services Bureau of the Employment & Human Services Department’s Child Development program supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
