APPROVE and AUTHORIZE the Employment and Human Services Interim Director, or designee, to execute a
Memorandum of Understanding with WestEd to pay County $2,000 and donate eight Chromebooks with a value up
to $4,000 for participation in the WestEd PBS Games Home Study.
FISCAL IMPACT:
County to receive $2,000 for participation in the WestEd PBS Games Home Study and eight Chromebooks with a
value up to $4,000 (8 Chromebooks x $500 each=$4,000).
BACKGROUND:
The Memorandum of Understanding will allow Employment and Human Services (EHSD), Community Services
Bureau, Head Start Program to participate in the WestEd PBS Games Home Study (Study) to address the efficacy of
three PBS transmedia suites in increasing preschoolers' mathematic skills and their prents ability to support their
young child's mathematic learning in the home environment.

BACKGROUND: (CONT'D)
be conducted in collaboration and coordination with EHSD Community Services Bureau, Brookside Head Start
Program. Parents and children will be recruited for participation in the Study from the Head Start Program.
WestEd will provide parents with informative materials regarding the Study, Chromebooks for use during the Study,
stipends to parents totaling $300-800 over the course of the Study and provide lead teachers of classrooms with a
participating child a stipend of $300. WestEd will provide $2,000 to County for participation in the Study and donate
eight Chromebooks to County with a value up to $4000.
County will work with WestEd to recruit families to take part in the Study. The Program's teacher will distribute and
gather participation consent forms from interested parnets.
CONSEQUENCE OF NEGATIVE ACTION:
County would not participate in the WestEd Study, PBS Games Home Study.
CHILDREN'S IMPACT STATEMENT:
The MOU will support two of the community outcomes established in the Children's Report Card, (1) "Children
Ready for and Succeeding School" and (2) "Children and Youth Healthy and Preparing for Productive Adulthood"
by participation in a study to increase preschoolers'mathematic skills and their parents ability to support their young
child's mathematic learning.
