ADOPT Resolution No. 2012/237 to approve and authorize the Employment and Human Services Interim Director,
or designee, to execute a contract with the California Department of Aging to pay County an amount not to exceed
$305,337 for Health Insurance Counseling and Advocacy Program (HICAP) services for the period of July 1, 2012
through June 30, 2013.
FISCAL IMPACT:
County to receive up to $305,337 per California Department of Aging Agreement, HI-1213-07, 100% State (All
districts) (No County match)
BACKGROUND:
The Employment and Human Services Department, Area Agency on Aging, provides Health Insurance Counseling
and Advocacy Program (HICAP) services to Medicare beneficiaries, including Medicare beneficiaries by virtue of a
disability, and those persons imminent of Medicare eligibility as defined in Welfare and Institutions Code (W&I)
sections 9541 (a) and (c)(2) and to the public at large for HICAP community education services under W&I Code
section 9541 (c)(1), (4), (5) and (6).
