APPROVE and AUTHORIZE the County Librarian, or designee, to apply for and accept a grant from East Bay
Community Foundation, administered by the Rodeo Municipal Advisory Council, in an amount not to exceed $1,000
to purchase library materials for the immigrant and English as a Second Language population of Rodeo for the period
May 1, 2012 through August 30, 2012.
FISCAL IMPACT:
No library fund match.
BACKGROUND:
According to the 2010 U.S. Census Bureau, 31% of Rodeo residents are foreign born, 42% speak a language other
than English at home and 20% self identify as speaking English “less than well”. These materials will help this
segment of Rodeo residents gain fluency in the English language. The improved ability to speak and understand
English will positively influence their ability to succeed at school and work as well as increase their confidence to
accomplish everyday tasks and interactions that require speaking English.

BACKGROUND: (CONT'D)
The Rodeo Municipal Advisory Committee is a strong supporter of the Rodeo Library and consistently grants funds
to the Library for extended open hours as well as library materials.
CONSEQUENCE OF NEGATIVE ACTION:
If the grant proposal is not approved then the Rodeo Library will not purchase the above mentioned materials.
CHILDREN'S IMPACT STATEMENT:
Purchasing these materials for the Rodeo Library will meet all five community outcomes established in the
Children’s Report Card. Research shows that a parent’s proficiency in English sets the stage for a child’s success in
learning to read in English. Additionally, literacy skills are a strong predictor of health and employment status. Thus,
providing materials that will help improve the English language skills of the ESL population of Rodeo will improve
the quality of life for children and families in Rodeo.
